About Emergency Medical Services

Cleveland Clinic EMS system is comprised of several Medical Commands, each responsible for the EMS/Fire Departments that fall within their jurisdiction.

Stay informed on the latest news from the various Medical Commands as well as interacting with the Medical Directors and EMS Coordinators on a regular basis.

EMS Academy/Online EMS Refresher Updates

The EMS Academy has downsized in 2014 and has closed the East and West campuses for Initial EMS training however the Medina Career Center Affiliate will continue to provide EMT Initial Training Classes ONLY.

We will continue to provide all Cleveland Clinic EMS employees and Medical Control Squad Personnel with a COMPLIMENTARY EMS Refresher class every 3 years. With the closing of the EMS academy we are transitioning to a new Learning Management System (Edvance 360) to administer the refresher courses.

Dr. Imraan Haniff received his medical degree from Ross University in Dominica West Indies in 1988. He completed residencies in internal medicine and fellowships in Pulmonary and Critical Care medicine at University Hospitals of Cleveland. Dr. Haniff is board certified in Emergency Medicine, Internal Medicine, Pulmonary and Critical Care. Dr. Haniff most recently worked in the Emergency Department at Southwest General Hospital in Cleveland, Ohio.

Jodi took over the position as EMS coordinator in May of 2010, she joined ACMC in 2001 working as a registered nurse in the Emergency Department. Jodi received her BSN degree from Youngstown State University in 2000 and attended Auburn Career Center where she achieved her EMT Paramedic certification in 2001. Other field experience includes working 5 years as a Flight Nurse for Stat MedEvac.

Greg Laborie serves as the EMS Coordinator at the Richard E Jacobs FHC Emergency Department in Avon, Ohio. He is a 23 year veteran of the North Ridgeville Fire Department, where he serves as a Lieutenant / Paramedic and was a proponent of bringing Paramedic services to that community in 1995. Greg has been a state certified EMS Instructor since 1998, and was one of the founding cadre of the EHOVE Career Center’s School of Paramedicine in Milan, Ohio. He left EHOVE in 2009 to accept a position as Lead Paramedic Instructor at the Cleveland Clinic EMS Academy’s west campus, where he remained until accepting the EMS Coordinators position at the REJ FHC ED in May of 2012. Greg’s credentials include instructorships in ACLS, PALS, ITLS, PEPP, and GEMS. He is also a recipient of the State of Ohio Star of Life Award, an honor that he shares with a small group of his co-workers in North Ridgeville. Greg resides in North Ridgeville with his wife Sheree, who is the Director of Human Resources at Lakewood Hospital. In his off time, Greg enjoys building model aircraft and armor and is a member of the International Plastic Modelers Society.

Tom Beers has been with the Cleveland Clinic Health System since 2004. After spending nearly five years at Huron Hospital, Tom was recruited by the Cleveland Clinic's Emergency Services Institute to develop a new EMS program at the Main Campus. Tom has been involved in EMS since 1994 when he helped develop the University of Dayton's EMS response department, UD Rescue Squad. He has also worked for the City of Dayton Fire Department where he was a firefighter and paramedic as well as EMS educator and supervisor. Currently Tom is a full time firefighter and paramedic with the City of Cleveland Heights. He is a nationally recognized author in Fire Engineering's former publication, FireEMS, where he wrote the column, A Shot of Beers. His interests include fishing, cycling, competitive running, and Tactical EMS. Tom is a veteran of the US Army and lives in Northeast Ohio.

Thomas A. Tallman, DO, FACEP, is Assistant Director for Cleveland Clinic Event Medicine, providing medical support for spectators attending all stadium professional sporting and concert events in Cleveland. He is also Medical Director for Disaster Preparedness of the Emergency Services Institute. Dr. Tallman is the Emergency Medical Technician/Paramedic Instructor and Education Director for Cleveland Clinic Basic Life Support and Advanced Cardiac Life Support training. He also serves as Chairman of Cleveland Clinic Critical Response Committee.

Dr. Tallman is board-certified in emergency medicine. He is on the Board of Directors of the Ohio chapter of the American College of Emergency Physicians and is an Oral Board Examiner of the American Board of Emergency Medicine.

Greg is a Lieutenant Firefighter/EMT – Paramedic for the City of Euclid Fire Department. He has served as EMS / Disaster Coordinator for Euclid Hospital since 2002. He holds a Bachelor's Degree in Public Safety Management from Cleveland State University and an Associates of Applied Sciences Degree in Fire Science Technology from Lakeland Community College. Greg oversees the Euclid Hospital EMS Training Program, where he serves as the Program Director. He is certified ITLS Instructor and holds Instructor credentials through the AHA in BLS, ACLS, and PALS. Additionally, Greg is a certified A.L.I.C.E. Instructor and adjunct instructor for both the State of Ohio Fire Academy and the Federal Emergency Management Agency (FEMA). Greg has attended Tactical Emergency Medical Support (TEMS) training and is CONTOMS certified.

Greg is active in hospital disaster preparedness and serves as Euclid Hospital's Emergency Response Team (HERT) Unit Leader. He represents Euclid Hospital in both the Cuyahoga County Bioterrorism Steering Committee and Cuyahoga County Anti-Terrorism Committee. He enjoys the challenge of EMS and has a special interest in Tactical Emergency Medicine and Hospital Disaster Preparedness. He resides in Chardon with his wife, Elizabeth, and daughters, Isabella, Avery and Sarah.

Peter Raphael, MD is the EMS Medical Director for Euclid Hospital. Dr. Raphael knows both sides of the ED/EMS relationship well, having served as a Firefighter/EMT – Paramedic, prior to becoming a physician. As EMS Medical Director, Dr. Raphael assists in the development of EMS programs. He assists in the development of the EMS programs and initiatives; including the approval of EMS protocols that the pre-hospital professionals utilize in patient care. Dr. Raphael attended medical school at Ross University and completed his residency at Mount Carmel Hospital in Columbus, Ohio. Dr. Raphael resides in Westlake, Ohio with his beautiful wife Alexa.

Cheryl Behm is currently the EMS Coordinator for Fairview Hospital, having joined the Fairview family in April, 2012. She transferred from Lakewood Hospital where she held the EMS coordinator position for over 30 years. After graduating from the Ohio State University College of Nursing with her BSN, she started her career in the CCU at Lakewood Hospital. At that time, she began working with the rescue squads on the West Side of Cleveland. Cheryl taught many of the paramedics on Cleveland’s West Side the skills needed in the pre-hospital setting. She has been involved with WESHARE for many years, providing EMS education to paramedics of nine West Side suburbs. During her years at Lakewood, Cheryl also had many different roles. After functioning in the CCU as the assistant clinical nurse manager, she worked as Critical Care Instructor, clinical nurse manager of Lakewood’s Emergency Department, Clinical Care Coordinator, staff nurse, and most recently, Trauma Program Manager at both Lakewood Hospital and Huron Hospital. During her tenure at Lakewood, she functioned as the hospital’s EMS coordinator. Cheryl also worked as a nurse recruiter and staff development instructor. She taught in both the Tri-C and LCCC Paramedic programs during the early years of those programs. In her spare time, she also was a Parish Nurse for Gethsemane Lutheran Church in Lakewood. She has been married to Randy for 28 years and lives in Westlake with their two dogs Golden Retriever, Annie, and Black Lab/Golden Retriever mix, Shadow. Both of her sons, David and Jon, are grown and gone.

Dr. Thayne Alred is a Board Certified Emergency Medicine physician at Marymount Hospital. He was granted clinical privileges at Marymount in December of 1997 and has served as the Medical Director of the EMS Program since that time. In January 2012, he became Medical Director of the Emergency Department and in December of 2012, he was nominated by his peers to the role of President-Elect of the Medical Staff. This position will commence on February 1, 2013 and will end on January 31, 2015. Dr. Alred obtained his medical degree from the University of Utah in 1986 and completed is Emergency Medicine Residency Program at Mt. Sinai Medical Center in Cleveland, Ohio in 1989.

Matt Vrobel, MD

We are pleased to announce that Matthew Vrobel, MD, is the new EMS Medical Director for Medina Hospital. In this position, Dr. Vrobel will work with area fire departments and EMS providers in the cities and townships under Medina Hospital’s medical control.

Dr. Vrobel joined Medina Hospital in 2007, where he has served as an ED physician in the hospital and at the Brunswick Immediate Care Center. He is also a flight physician with Metro LifeFlight.

Prior to joining Medina Hospital, he was an assistant medical director for the city of Irwin, Pennsylvania, and completed elective training in pre-hospital medicine during his residency at Allegheny General Hospital in Pittsburgh.

Dr. Vrobel received his medical degree from the Ohio State University and his undergraduate degree from Case Western Reserve University.

Dr. Vrobel lives in the city of Medina with his wife and two daughters.

He received his medical education in Mexico at the Autonomous University of Guadalajara and then joined the residency program at Mt. Sinai Medical Center. He is a member of the Cuyahoga County EMS Board and is Chairman of the Regional Physician Advisory Board for Ohio EMS Region IX.

Bill is a Firefighter/Paramedic with the City of Highland Heights Fire Department where he serves as the department EMS Coordinator. Bill has been the EMS Coordinator at South Pointe Hospital since September of 2011. He holds a Bachelor’s of Fire Science from Columbia Southern University. Bill is a Nationally Registered Paramedic and Ohio EMS and Fire Instructor while he is also an instructor in ACLS, PALS, BLS and ITLS. Bill has a background of teaching EMS since beginning with the Cleveland Clinic EMS Academy in 2005. Prior to landing at South Pointe Bill was the Lead instructor for the Eastern Campus EMT program while assisting with the medic class also. Bill lives in Chesterland with his wife Becky and his children, Isabella and Owen.

Dennis has served as a Firefighter/Paramedic with the City of Mayfield Heights Fire Department for seventeen years. He was promoted to Lieutenant in February 2011 and is in charge of EMS. Dennis became an EMS instructor for South Pointe Hospital in April 2011 and has been teaching Continuing Education to the Fire Departments that transport to South Pointe. He holds a Bachelor's of Science in Fire and Emergency Management from Kaplan University. Dennis is an instructor for BLS, ACLS and PALS. He lives in Mayfield Heights with his wife Maribeth and three daughters, Madeline, Olivia and Megan.

Cleveland Clinic's Regional EMS Protocols are provided for your viewing and downloading. They are in Adobe PDF Format so that they can be applied to your computer, PDA, or added to your department's EMS documentation tablet platforms.

The regional EMS council will review the protocols on an annual basis and make changes based upon system trends and pre-hospital provider recommendations. Annual updated versions will be published on this website when they become available.
